Engagement Framework – Family Practice Services Committee

Website Family Practice Services Committee - Doctors of BC

The Family Practice Services Committee (FPSC) is looking for an engagement firm on a short-term contract basis. Reporting to the Vice-President, FPSC, Doctors of BC, the selected vendor will work closely with the leadership of the committee, including the Ministry of Health and Doctors of BC FPSC co-chairs and the FPSC’s senior leadership staff team, to develop a framework to guide FPSC’s engagement approach.

The scope and goal of the engagement framework is to formalize how the FPSC (i.e., Core committee members and staff team) effectively engages with the following groups/organizations through processes and decision making that are transparent, appropriate, and effective:
·       Family doctors (primary constituents);
·       Doctors of BC and the Ministry of Health (‘parent’ partners);
·       BC Family Doctors (‘sub-parent’ partner under the PMA; a society of Doctors of BC);
·       Regional Health Authorities (HAs), Provincial Health Services Authority (PHSA) and First Nations Health Authority (FNHA);
·       Divisions of Family Practice (subsidiary organizations that are non-profits or co-ops);
·       Primary Care Networks (PCNs, clinical networks of primary care service providers within a localized geographic region. PCNs are governed by PCN Steering Committees and support delivery of episodic and longitudinal primary care in alignment with the 10 PCN attributes);
·       Collaborative Services Committees (the table for the regional HA and Division, and in many cases Indigenous and community partners, that serves as the point of integration and collaboration between primary care, acute care and the broader health care system, including health authority programs and services); and
·       Interdivisional Strategic Councils (ISCs, where the HA and Divisions within a health region come together to address regional primary care concerns, often with Indigenous partners) and Inter-Divisional Networks (IDNs, where all Divisions within a health region come together to coordinate around regional primary care concerns).

Desired outcome:

Phase 1—Framework Development
The FPSC engagement framework will:
·       provide guidance on how to appropriately and effectively engage different key partners and interest holders (including those listed above) given varied governance and accountability relationships with each of them;
·       provide meaningful strategies and tactics for involving key partners and interest holders in shaping and realizing the FPSC’s strategic priorities and work plan;
·       build trust and improve the quality and reach of key partner and interest holders in ongoing initiatives by outlining processes for engagement, clarify expectations and decision-making, and ensure closed-loop communications; and
·       help develop clear and accessible reports on the results of engagement processes.

Phase 2—Change Management Plan
1.    The change management strategy will be used to further develop resources and training for interest holders and staff to access when planning or participating in future engagement efforts.
2.    It will also be shared with the other Joint Collaborative Committees to inform their engagement work.
